This article scientifically analyzes the theoretical foundations of the concept of civil society, the stages of its historical development, and its role in the progress of a democratic state. The study also highlights the importance of the main institutions of civil society, including the mahalla system, non-governmental non-profit organizations, mass media, and public control. Furthermore, the article examines the differences between Eastern and Western models of civil society and pays special attention to the reforms being implemented in Uzbekistan to strengthen civil society institutions
