This article analyzes the theoretical-legal and organizational-practical foundations of staffing investigative units within internal affairs bodies from a comparative legal perspective, drawing on foreign experience. In addition, the impact of a human resource management (HRM) system integrated with principles of human rights and accountability on the quality of investigative activities is explored.
